What is Title V and TVIS?
In 1935 Congress enacted Title V of the Social Security Act, which authorized the creation of the Maternal and Child Health Services programs, providing a foundation and structure for ensuring the health of mothers and children for more than 60 years. Today Title V is administered by the Maternal and Child Health Bureau (MCHB) as part of the Health Resources and Services Administration, U.S. Department of Health and Human Services.
Each year the 59 States and jurisdictions apply for funding under the Title V Block Grant program. The Title V Information System (TVIS) electronically captures data from annual Title V Block Grant applications and reports submitted by all 59 States and jurisdiction. TVIS also provides information on key measures of maternal and child health (MCH) in the United States.
